Mr. Baloch served as a senior and technical adviser to the constitutional review processes of Somalia and Sierra Leone from 2011 to 2017. His contributions were pivotal in fostering an inclusive and democratic constitution-making process. He produced high-quality reports that addressed the fundamental and essential aspects of the process and developed comprehensive final reports for the UNDP and the respective governments.

Sierra Leone Constitutional Review Committee (CRC) Report

 

 

The culmination of three years of dedicated effort by the CRC members, led by Justice (R) Edmond Cowan and advised by Mr. Senator (R) Sana Ullah Baloch, resulted in a comprehensive report exceeding 650 pages.


Despite facing limited resources and the challenges posed by the Ebola Virus Disease outbreak, the CRC, with the support of international partners, facilitated widespread participation from Sierra Leoneans in the review process through nationwide consultations. Public Submission Forms were distributed throughout the country, and position papers were submitted to the CRC by political parties, government institutions, NGOs, civil society organizations, women’s and youth groups, the media, and prominent international organizations.
